Got my library card with my residence card! Offers pamphlets in Traditional Chinese and English, its website has a Google translator add-on where you may figure out the rest. Pity that it is strictly solely valid in the libraries of Nerima, not the entire Tokyo prefecture (perhaps spanning too widely that way...) It has a huge section of kiddos' books, some are even fabric-based (⁠´⁠⊙⁠ω⁠⊙⁠`⁠)⁠！

Not just a lack of English books, but the librarian didn't even know that they didn't have any English books. Basically I take it as a mark of an inhospitable library. No gaijin's encouraged. Not a large space, and probably converted from something else a long time ago.

Although it is a large library, there is a strong bias towards books and there are almost no science-related books. Religion alone monopolizes 3/4 of the shelves, but even if you add up all the sciences, there are only 4 shelves. The same trend applies to magazines, with only 5 science-related magazines out of 150 on the shelves. The areas that are enriched include movies, entertainment, sports, religion, history, Chinese literature, and politics, which tend to favor hobbies and neglect practical studies. Libraries that are less well-balanced than small and medium-sized libraries and cannot be recommended. The librarian doesn't seem to be working. There is also a strong liberal odor, such as the newspaper Red Flag and the Komeito Shimbun. I don't want the management's ideology to be brought into libraries that are run with tax dollars.
